I have amended the prose of the article to be purely what is in the source, but it is still PRIMARY - there is no secondary source saying that people have used this list to defend Qatar. The source itself also does not mention other World Cups in relation to the 2022 controversy, so it is very OR to use this source as "evidence". Especially when it seems to be wikivoice whataboutism of a controversial topic, likely why it was added to the main 2022 FIFA World Cup article in the first place.
