"He offered his views to Kennedy only when specifically asked." - this is of course the best means to gain confidence and therefore more influence. Being in so many of the meetings and having been recommended as a brilliant academic ; there were no doubt going to be plenty of chances for Bundy to win long term favor with the President if he restricted himself to mostly only responding when the President ask for his opinion.

So I don't think this speculation should be credited as fact one way or the other. But a review of the actual advice when he did speak, that could show whether Bundy was slewing policies to his, or uncle Lovett's benefit.
