My two cents is to keep the caps. While not officially a group or used by themselves, it is used by authorities, the public, media, and researchers to refer to the supposed group, who are fairly identifiable - both in terms of living location and in terms of dress, hair, beards, and skullcap styling. It really is a propaganda to associate two different political groups, as you would not have used the same parallel for other controversial political groups with the same kind of ideas.
