I don't think there is any context in which "President of Ireland" is intuitive. Both "Michael D. Higgins" and "President of Ireland" are intuitive, and it may be appropriate to include either or both or neither. I've rewritten the lede anyway. I think "signed into law" is more salient than the office or individual who did the signing. jnestorius(talk) 20:22, 8 February 2019 (UTC)[reply]
