Start date for the Allen Hancock College of Aeronautics?

"During World War II the United States Army Air Force contracted with the Hancock Foundation College of Aeronautics to provide basic flight (level 1) instruction to aviation cadets beginning on 14 September 1940."


While Flying Cadet in the Army Air Corp, my father received basic training at Allen Hancock College of Aeronautics in Santa Maria, CA from September to December 1939, which is prior to the 14 September 1940 date in the Wikipedia article. According to the brochure I have from the time, "In the Air Corps expansion program, elementary training has been decentralized and is carried on by private schools under government contract and the supervision of Air Corp Officers." Is it possible the date above (14 September 1940) is incorrect? The brochure also refers to the Allen Hancock College of Aeronautics rather than the Hancock Foundation College of Aeronautics. I suspect these names refer to the same organization. Any help would be appreciated. Thank you.
