Two meaningless sentences

I have tagged two meaningless sentences. Would the editor who created these monstrosities please explain what they mean? The sentences are:

Transparencia Venezuela, Transparency International's chapter in the country, describes that the development and promotion of economic resources, originating from the state-owned Petróleos de Venezuela (PDVSA), generated a political floor for the governmental management of that time, but that "as the years went by, many social missions lost their social perspective and focused their axis of action on political activities" characterized by discretionality and information opacity.
A panel organized by Transparencia Venezuela in 2016, made up of experts, human rights activists and deputies, concluded that twelve years of implementation of the missions resulted in low performance in the reduction of poverty and political and electoral use, mainly among the most vulnerable sectors.

In that case, perhaps you could explain what the sentences mean. Try breaking the information up into small bite-size packets. The following are some problematic words and phrases that require work:

Well, thanks for making the effort. The rewritten sentences are understandable, though the phrasing is unusual. The exception is this sentence, which is unfathomable:
The panel also concluded that the mission was characterized by political and electoral use took place, mainly among the most vulnerable social sectors
