Renaming to Gradonachalstvo
[edit]I think this page should be renamed to Gradonachalstvo (romanization of the Russian term) in lack of accurate translations, since it seems it can be translated as township, governorate (there is already an administrative unit with this name), and I don't know the source for the 'City Municipality' translation.
