Cleaned up

I've done some significant revising on this page to clean up the text and explain better what the point of this award is. I've also removed a lot of stuff about how obscure basic research can be useful in the long run; it doesn't really belong on this page, and there's a lot more on the Golden Fleece awards page where it belongs a lot more.
