There's an entry on Plummer in J. Gordon Melton's Encyclopedia of Occultism and Parapsychology (p.1223). Also, mentions in the 2001 Penguin "definitive edition" of the Kybalion (p.25), Christopher McIntosh's The Rosicrucians (p.123, 124), and Mark Stavish's Freemasonry: Rituals, Symbols & History of the Secret Society (p.192). He's also discussed in the entry on the SRIAm in John Michael Greer's Element Encyclopedia of Secret Societies (where he's credited for inventing the "standard" method for correspondence courses in occultism), and in passing in Wouter Hanegraaff's Dictionary of Gnosis & Western Esotericism (p.487).

Plummer's nationalities include Israel, which seems like a mistake to me.

Plummer passed in 1944, several years before the state of Israel was established in 1948. Thinking he might have received a posthumous honorary citizenship, I searched for the transliterated name in Hebrew Google, and got two of his books in the National Library of Israel and a suggestions I might be searching for George William Palmer. I might be mistaken, but isn't he wearing a clerical collar in the photo?
