I removed the speedy delete tag b/c comparing this version of the article with the one that was deleted indicates it no longer qualifies under the speedy delete criteria. In particular, in that criteria under G4 Recreation of a page that was deleted per a deletion discussion it states the criteria "excludes pages that are not substantially identical to the deleted version, pages to which the reason for the deletion no longer applies." This article was originally deleted b/c of a lack of citations supporting notability.
