After sentence "In 2019, allegations of plagiarism prompted the Free University of Berlin to review Giffey's 2010 dissertation." there is a reference to a list of famous plagiarism cases in Germany "Plagiatsaffäre - Alle Fälle von A-Z | Business And Science". Business And Science (in German). Retrieved 3 September 2019. This list belongs to the site of a ghost-writing agency (Ghostwriter-Agentur), offering i.a. to write academic dissertations at various levels, including PhD. The described plagiarism cases effectively serve as an argument to use the services of the agency ("Anstatt jedoch ein Plagiat einzureichen und die Gefahr der eben beschrieben Negativkonsequenzen auf sich zu nehmen, wäre der ehemalige Minister mit einem Ghostwriter für Rechtswissenschaften wohl deutlich besser gefahren." Your assertion seems fair. If you think it does not meet the criteria for a reliable source WP:SPS, then do it yourself - remove it from the article together with a short edit summary of why.
