Government clerical employment for women

Clara Barton was employed as a clerk in the patent office several years before and just before the Civil War, so the claim here of “first administrator in the federal government to use women for clerical jobs” may need qualification. Perhaps only for the Treasury Department? But maybe the number is significant: apparently just one woman in the patent office vs. many women in the Treasury Department?
