Civil Rights Prison?

I was under the impression that it was Fort St. Phillip (not Fort Jackson) which Leander Perez threatened to make into a prison for civil rights protestors. Does anyone have source information either way? Or both? Thanks. JustABystander (talk) 21:08, 1 September 2008 (UTC)[reply]
