I don't have enough info on this, but Congressional insistence on adding "Section Three" to this Act, discussed in David M. Kennedy, Over Here: The First World War and American Society (NY: Oxford University Press, 2004), 127-8, 133, should be added. It complicated (even as it clarified) the relationship between government agencies and the business sector.
