Flevum was not at the northern mouth of the Rhine.

This is totally wrong. At the north mouth of the Rhine was oppidum Navalia. As can be seen at Ptolemaeus. He also mentions Phleum which is without doubt Flevum. But Phleum has different coords than Navalia. It is more to the north-east. Possibly now lying in either IJsselmeer or Waddenzee while located near the former Vlie-stream that currently lies next to Vlieland. You can see how those names were created.
