Changes on numbering

@Thilsebatti, MPGuy2824, DreamRimmer, and Kj cheetham: Apologies for the ping fellow editors. I have recently started to edit wikipedia after a long gap and have taken up subjects which I found interesting including Indian politics. I have updated and added more information to individual ministerial pages and that to the pages on the Indian cabinets. While making such edits, I came across two such issues which in my opinion needs to be fixed. As we know that whenever a Prime Minister is appointed, they form their own cabinet which might look the similar to the cabinet of their predecessor (if from the same party) or be composed of fresh faces. When a PM is consecutively re-elected, they form a new cabinet as the previous one gets dissolved as soon as the PM submits their resignation to the President- examples include Second Manmohan Singh ministry, Second Modi ministry and Third Vajpayee ministry.

In 1966, when PM Shastri died, then Home Minister Nanda was made acting prime minister and he formed his cabinet which included all of Shastri's ministers yet the cabinet was of Nanda. Days later, Indira Gandhi was appointed PM on 24 January and she formed her own cabinet which is First Indira Gandhi ministry and she retained all ministers from the previous cabinet. However in 1967, Gandhi was formally elected after the general election and was invited to form the government meaning that she had to first resign and then get re-appointed by the President. She was re-elected in 1971 and the same process followed. From this reference, I interpret and propose that the article on "First Indira Gandhi ministry" is limited to her cabinet from 1966 to 1967; the cabinet which existed from 1967 to 1971 is "Second Indira gandhi ministry", the one from 1971 to 1977 is "Third Indira Gandhi ministry" while the final one from 1980 to 1984 is "Fourth Indira Gandhi ministry". Same was in case of Rajiv Gandhi's ministry. He formed two ministries and not one. The first one for two months and then the second for the 5 years after being elected. I suggested that my fellow and much experienced editors deliberate on my proposals and we come to a conclusion. I am always ready to assist with making the new articles.
