removal of sherman, ct section

removed sherman CT section about resident state troopers -

1) Sherman has had a resident state trooper since before the sheriff's dept was disbanded 2) resident state troopers were/are not a replacement for sheriffs, as sheriffs were not actually law enforcement per se. They enforced court judgements, served court papers, oversaw evictions, etc. They did not investigate crimes or arrest folks for crimes normally. They generally served the role of a process server in other states. 3) dozens of towns in CT have a resident state trooper.
