The text mentions Eq 1.10 but starts with equation 1.13.

Let's try to be more specific, in the hope that it might precipitate some change. This article is lacking in the following important ways, I think: it does not provide much in terms of context, does not define many of the variables that are used in the equations (assuming some standard notation, probably), does not show some of the equations it references, gives no examples of applications of these equations and principles, and gives little to no conceptual discussion of what follows from the equations shown, instead repeating that the equation is important in various areas. the presence of 6 velocity vector makes it look like a bunch of hair, don't know where to probe?
