Majority of countries?

I'm a bit curious about the sentence "The majority of countries refused to recognize the incorporation of the Estonia de jure by the Soviet Union and only recognized the government of Estonian SSR de facto or not at all." Does this refer to the non-refusal of recognition at the immediate time of the incorporation in the Soviet Union or non-recognition throughout the Cold War? The incorporation of Estonia took place in 1940, i.e. well before de-colonization of the Third World. I do not doubt that the statement in Talmon (2001) would have been correct in the 1940s, but somehow I believe that a large number of African states, all of the Comecon contries, China, etc., would have recognized Estonia as part of USSR during the Cold War. --Soman (talk) 19:45, 23 November 2008 (UTC)[reply]

please explain your revert to the inline tag. You did not clarify the meaning of "majority of countries", and removed italics from the latin phrases, which is how one writes de jure/de fact. Just looks like reverting for no reason, to me.--Львівське (говорити) 20:11, 3 February 2013 (UTC)[reply]
