In Japan, the Top Runner Program is run in which new appliances are regularly tested on efficiency, and the most efficient ones are made the standard	But Top Runner Program refers to efficiency of appliances which are in service, not the efficiency or energy of manufacturing. So it's same as European Union energy label.
