The definition for end-to-end being a simple application in user's hands is poorly worded. What does that mean? To say it does not involve transport level security is wrong. It can be done at Layer 3 or Layer 2. It can be done at higher levels also. The definition is relative, depending on what is being secured and from whom. It all depends on the endpoints. If an enterprise is trusted, and we're talking about networking, end-to-end security would involve securing all data paths from the user to the entereprise.
