"Israel's Defense Ministry released hundreds of archives of minutes held between members of the security cabinet prior to and following the outbreak of the Yom Kippur War in 1973, providing much insight into the thought and decision-making process during the crisis." ( JERUSALEM POST JUNE 7, 2021 05:53). It appears from what was published that General Zeira was not the reason that Israel failed to launch a preemptive strike before the Arabs attacked. In fact Moshe Dayan appears to say he prevented preemptive strikes from occurring. It appears that blame had to go someplace and the Prime Minister and Defense Minister did not want the political consequences of accepting blame. It is also interesting to note that consequences of the war were to change political dominance in Israel with Ariel Sharon becoming a war hero and latter Prime Minister.
