This page on Dragan Radulovic appears to be at odds with the Dragan Radulovic page on the Serbian wikipedia page https://sr.wikipedia.org/. The illustration of the man on the stamp image appears to be the same as the man shown on the Serbian wikipedia page but the information about the man, including birth and death dates, is totally different. According to https://www.wopa-plus.com/en/stamps/product/&pgid=73232 , which gives information on Dragan Radulovic as the subject of the postage stamp, which is furnished by the Montenegrin post office, Radulovic is a writer of poems for children, which matches that on the Serbian wikipedia page. I would think that the information on the Serbian wikipedia page would be more accurate than the English version. Additionally, the website https://www.mojacrnagora.rs/kultura/dragan-radulovic-istinski-heroj-naseg-djetinjstva/ appears to indicate that his birth and death dates are 1951-2002.
