Boundaries

I thought that Military Road, not Empire Avenue, formed the northern boundary. Wallace Furlong, for example, refers to: "That section of St John's know as the Georgetown Improvement Area [as] made up of what was formerly three separate towns", and describes "Monkstown" (one of these towns) as a "subdivision" (Georges Town, pp. 2, 8). I'm finding it hard to find a precise definition–but the word "downtown", given the geography of St John's, is perhaps the best guide: That is, it is downhill from Empire Avenue to the Harbour and it is uphill from Empire Avenue to Military Road (it is, in my mind, defined by a series of hills, or rather downhill roads, like Cochrane Street, Prescott Street, Longs Hill, Garrison Hill, and so on. What is confusing (ambiguous) here is the generic meaning of the term downtown, meaning city centre. However, certain properties on the ridge, and on the north side of Military Road, such as Government House, Fort Townsend (now The Rooms), St Thomas's Church, Bannerman Park, The Basilica, and the old Parliament (Colonial) Building, definitely are also definitely part of the Downtown. But what about Signal Hill, the Southside, Quidi Vidi, The Battery? They aren't downtown exactly, but they are clearly part of 0ld St John's?
