What is the source of the claim that the name is spelled incorrectly? How do we know that the plural posessive form is incorrect? There is nothing in the rules of English grammar forbidding the use of the plural posessive in the name of an organisation. It makes logical sense too as a name for an international organisation, it indicates inclusivity of all the peoples of the world. BTW it's a "Note", not a "Reference".
