Very good question. I have made edits which I think clarify the meaning. I think the article was written before Suburbs of Canberra, which explains the Canberra urban hierarchy. 'third order commercial centre' was refering to what is called a 'group centre' in Canberra planning speak. A group centre is a medium sized shopping area. ... its what the Rosalie shops in Brisbane might be if they had a supermarket (if you're familiar with that part of the world). Usually a bit bigger than the shops as Gailey fivew ways in Taringa. See Suburbs of Canberra which might explain it better. - Hope that helps.
