the CIA data is definitely wrong. there is a new census website in bhutan at www.bhutancensus.gov.bt which gives a more uptodate figure.

15% Nepali population needs some rephrasing, though I don't know how. It is not totally correct to say 'ethnic nepali' since there is no such thing. there are the high class brahmins, the lower class ones, then there are those who aren't even hindu, like some of the gurungs, magars, rais etc, as well as the sherpa, tibetan, manangis, tamangs etc. the only thing 'binding' them together in nepal is their common language, which applies less and less in Bhutan as people switch to speaking dzongkha and increasingly English. I think this fact becomes increasingly important to emphasize as Bhutan becoes democratic and some of the bhutan detractors keep on pressing on the 'ethnic ' issues. your use of the term 'ethnic nepali' can play into their game.
