Here's a recipe by a blogger born and raised in Penang, Malaysia. She calls for all purpose wheat flour.

That being said I'm not sure this should be the citation because the reason I'm confident of this information is that I checked multiple recipes and even tried to find some made with coconut flour unsuccessfully. @71.233.156.63: The article currently mentions rice flour, not coconut flour. The following recipe uses rice flour: https://pisangsusu.com/dadar-urap/
Perhaps the article should say something like "rice or wheat flour". In general, the references in the article could be improved. Even if you're not sure something is the absolute best citation, a good enough citation is much better than no citation.
