Peer to peer counterpropaganda?

While researching the StopFake article, I came across this source which describes a subset of counterpropaganda described as peer to peer propaganda. I'm sure I'll eventually come back to this article, but I'll note the source and concept here now for anyone interested in possibly integrating the content.
