This book has a little bit of coverage of SVOP, including verification of its founding year and influence. Based on the Google Books preview, I don't think the coverage is significant enough to support notability, but it's not far off. This book is similarly brief coverage, but it mentions the founding year, founder, and calls SVOP Russia's "leading public foreign policy organization".
