I thought it said signed in that article, my mistake. It says signed in this one from a few minutes ago though.

Fair, that one does say "signed". Trouble is, they're not accurate in saying that. Many deals that get announced by reporters who are "breaking news" often get ahead of themselves. Deals do fall through from this point without getting signed.
