There is no source, including the one provided here, that supports the claim in the first para. of this article that the goal was to establish "a supranational parliamentary assembly". Parliamentary means that delegates would be elected. However, it appears that all talk was about a conference of plenipotentiaries appointed by participating governments. That is not a parliamentary assembly.
