Overlap

There seems to be an overlap between this article and bank and much of the content is relevant to all banks and not specific to commercial banks. However its clear the term commercial bank has different meanings to different people and for some a commercial bank is a 'normal' bank so not sure if we should move the content such as history to the bank article and focus here on particular aspects of commercial bank. What happened here? The first two paragraphs make sense, the rest, however, does not. ALL CAPS are usually not used in Wikipedia; also, the content appears to be totally nonsensical, structurally and syntactically speaking. Does most of the content, starting from "THUS, in ABSENCE [...]" to "not to wish to interfere)."", not belong somewhere else entirely?
