I understand your point, and didn't realize that Ottawa Festivals was a subcat of Ottawa. Reading the document you referred me to, though, I stopped at "The basic principle is that the duplication makes it easier, and not harder, for users to find articles." I think that the festivals are a bit deep in Ottawa's category structure right now. Although they make sense in the hierarchy where they are from a categorization point of view, I think people searching for them may not go several clicks under culture.
One option to solve this problem would be to unroll the Festivals cat into Culture, moving all the pages there. But there is value in seeing "Ottawa festivals" at the bottom of article pages. How about moving the Ottawa Festivals subcat up so it is directly under Ottawa? -- cmh00:40, 22 May 2006 (UTC)[reply]
