I have added much more material from Dr. Welty's webpage and the first couple google hits. Is this satisfactory?
Oops, sorry about removing the tag - still learning this procedure and working on this for a class project. I hope this is OK now.
Tried to address the notability requirement
[edit]I've added several items and external citations as evidence that this is notable, following directly the guidelines for notability. I think there is enough here, but I can put a lot more, there is a lot of material about Dr. Welty on the web. Speedy deletion

Toned it down a bit and updated semantic web section
[edit]I met Dr. Welty at the NY Semantic Web Meetup where he confessed he found the original article a little embarrassing because it was "too glowing".
