in dire need of rewriting

The article uses references that point to a few aspects of CIO concerns, but no modern references to the role itself, and a great many assertions are unsourced. The section titles are not typical for a job role as described in Wikipedia. There's a good bit of jargon. Grammar Edits --Changed organisation to organization

I updated the article by making the change from organisation to organization.
