Transfer of Rumney from Monmouthshire

The Monmouthshire (historic) article says:

  • The last major boundary change to affect the administrative county was in 1938 when the Monmouthshire parish of Rumney was incorporated into the city and county borough of Cardiff. However, the geographical Monmouthshire/Glamorgan and England/Wales border remained the Rhymney River.

...but it does not cite a source. Can we find one? The boundary change is supported by old maps that show the county boundary along the River Rumney. I am unclear what is meant by "the geographical border"; it appears to say that after 1938 Rumney was in Cardiff but was in England. Verbcatcher (talk) 08:00, 5 April 2020 (UTC)

Hmmm. I see that he/she contributed as "Lozleader" only between 2011 and 2014, so unless "they" came back with a new wiki identity, you shouldn;t hold your breath for that one. The Rumney article says 'On 1 April 1938 the Cardiff Extension Act 1937 incorporated it into the county borough of Cardiff, although it remained part of Monmouthshire, and England. It cites a Hansard report and a 1952 map. It seems clear that the change was made in the Cardiff Extension Act 1937, is this available online? Whether Rumney was in England relates to the 'was Monmouthshire in England' question. Verbcatcher (talk) 09:45, 5 April 2020 (UTC)

Hi. I have a copy of the Cardiff Extension Act 1937. Section 62 reads as follows:
  • Nothing in this act shall alter the boundary between the county of Glamorgan and the county of Monmouth and the added area shall continue to form part of the county of Monmouth.
No mention of England or Wales. Lozleader (talk) 15:27, 25 February 2021 (UTC)
The statement in the House of Lords 3rd reading was that section 62 of the Cardiff Extension Act 1937 had to be read with the then recent Local Government Act 1933, which in Schedule 1 listed Monmouthshire as an English county and Glamorgan as a Welsh county (and Newport as an English county borough and Cardiff as a Welsh county borough).
