What is "values-based international rhetoric"? And what specifically does "investing in assets to help solve international problems" mean? Any assets? Certain types of assets? What types? Without this information the last paragraph is largely meaningless. With this information it might be very informative of the types of specific policies that the CDFAI has advanced.
