When?

When was this committee set up? By whom? At the moment all we have is the purpose. I read on the Robert Peel page that it was set up after the end of the Napoleonic wars, which is good info. Can we be more specific? JanCeuleers (talk) 16:08, 12 September 2010 (UTC)[reply]
