Remove 'Impact' Section

As this bill was never passed into law, it never produced any tangible impacts. This whole section is filled with sources that mention consequences that were "expected to" happen, or "could" happen, or "would" happen upon its passing. Impacts from the successor to this bill that was passed into law are already covered over on Inflation Reduction Act of 2022#Impact. Propose removing this section for overall conciseness. The issue with this article is that it's talking about an old bill that ultimately was amended into the Inflation Reduction Act on a separate article from the one for that act.
