What does "as of Windows 10, though Internet Explorer 11" mean?

BHO equivalent on Chrome?
[edit]Would Service Workers be considered the eventual evolution of the Browser Helpers? Mozilla docs describe Service Workers as javascript written toward controlling App Caching with replaced many Native Applications. They access localhost and may act as a proxy server within an App -- "modifying requests and responses with "items" from it's own cache"?
