Different things or just different names

Re "... have replaced their embassies and ambassadors with High Commissions and High Commissioners": Nothing in the article indicates that a High Commission is a different thing from an embassy, as opposed to being just a different name for an embassy that the UK adopted, for reasons unspecified here, for its mission to Commonwealth nations. If they're the same thing, should this sentence be revised to read "... have renamed their embassies and ambassadors 'High Commissions' and 'High Commissioners'"? If they're different, can someone augment the article to explain what the substantive distinctions are between embassies and High Commissions, and between ambassadors and High Commissioners?
