Layout and class

I changed the layout to conform to Wikipedia standards and noted the class is still stub. A review shows the article is at least start class now. If an editor makes improvements leaning towards a class change I would suggest (unless there is contrary reasons) to either ask for a review or at least remove the class rating for future review. There may be a standard way of doing this but having a start class article shown as stub class and awaiting a possible long to arrive review (without a request) does not seem to be a better option. Reclassified as stub

I might try to do some work on this page – improve the sourcing, expand and so on. Were I to do so, I'd change the remaining reference format to the list-defined system – references defined in the reference section, not in the text – and to plain text rather than templated format, both changes for the sake of clarity and simplicity.
