[edit]The reference to England is not very clear as it then goes on to say it's British English. Don't they use the term in Scotland, Wales and Ireland?
A general search on the Internet shows that the term Bowser has been in use to describe a water container prior to July 2007!
ps: I live in Gloucestershire and am currently getting my water from a Bowser (even though I didn't know what they were called prior to this) !!

- I think it needs to be a bit clearer in terms of a bowser being the trailer part of the tanker in Britain or a very small tanker.
