No longer Chief Constable

Hi all,

Citing this article from the BBC, Bill Skelly is no longer the Chief Constable. The article implies that he is with the opening line, despite referencing that he retired and including the aforementioned article as a citation.

If no one beats me to the punch, I will make the required edits to this article, however feel free to do it before me!
