Citation (and other) issues

First, upon digging through this article's two citations for another project, it became clear that nothing before 2004 in the article is cited, and couldn't have come from either source.

It also became clear that Bethlehem Works means different things to different people, especially now that more than two decades have passed since much of this happened. My understanding is that, strictly speaking, Bethlehem Works was the planned arts district and commercial development proposed in the late nineties by Bethlehem Steel and never built. In popular understanding, it seems to have been applied to the land itself the area was proposed for. It may also refer to the area controlled by Bethworks Now, a company that ultimately developed the site, and/or the BethWorks LERTA tax district, which encompasses virtually the entire former Bethlehem Steel plant. For many, BethWorks appears to be synonymous with SteelStacks, the arts district that was ultimately built on the Bethlehem Steel campus. Currently, the Google result for SteelStacks links to this Bethlehem Works article.

I'm adding a couple of cleanup tags. I intend to work on resolving these issues, with the hope that once I finish an article on SteelStacks i'm working on, I will have a clearer understanding of what exactly BethWorks refers to, and therefore how to approach this article.

I'm thinking the best overall strategy for the various facets of the Bethlehem Steel redevelopment may be to either roll most of this history into Bethlehem Steel, or have an article comprehensively addressing the redevelopment of the former Bethlehem Steel complex in Bethlehem, and then deeper articles on individual projects (like Wind Creek Bethlehem, Hoover-Mason Trestle, BethWorks, etc.) as appropriate.
