[edit]"Despite the fact that Emanuel clearly . . . ." C'mon, man! If this was a "clear fact" then how could it have been overturned? Was this article written by a disgruntled Buc fan? Also, this article says the pass was for 13 yards, but the 1999-2000 season Wiki article says it was only 11 yards. I wasn't there so I can't correct the article. One last point: the article doesn't really state what the rule is or what clarification was brought about.
