There are no reliable sources on this fellow available. A Google search turns up a couple of references to his existence (but no reference to ANY of the biographical details in this article), and also turns up a bunch of mirrors of this Wikipedia page. Additionally, Mr. Leclerc fails Wikipedia:Notability_(people)#Diplomats.

Early Life.

Please what is "Master 2 of expertise in European projects?" I think this is a translation of a French degree which doesn't exist in UK. I'm not sure if it exists in other English speaking countries.
