Heinrich August Meissner

I just wrote a short article about Heinrich August Meissner, and was surprised to find out that no mention of him is made in this article (as far as I can tell). This despite that Meissner managed large parts of the project, and even made dealings with the British to reduce their opposition. Great! Thanks for the Meissner article! Use your judgement about where and how to mention him here. You don't need to repeat information that is already in the Meissner article, but you should say what his role was on the Baghdad Railway — that isn't clear in the Meissner article.
