I casually checked the wikilink and discovered Beijing Government, which was intended for the municipality of Beijing, People's Republic of China, was redirected to Beiyang Government, a warlord government in the Chinese history. Since the article Beiyang Government lacks references, I didn't see how the two terms could be the same. A redirection from Beijing Government to Beiyang Government could be misleading, so I removed the redirect and made the wikipage a disambig. Feel free to share your thoughts on my talk page. In case I was wrong, I checked "Beijing Government" and Google said Beijing Government = Municipality of Beijing. The title of eBeijing.gov.cn says Beijing Government and just below the logo there is a line at the header reads eBeijing, the Official Website of the Beijing Government.
